The advent of Republic Act No. 11315 also known as the “Community-Based Monitoring System Act” of 2019 recognizes the need to adopt focused and specific measures that will ensure poverty reduction wherein citizens have access to social protection and welfare programs that address their minimum basic needs. The community-based monitoring system can generate updated and disaggregated data necessary in targeting beneficiaries, conducting more comprehensive poverty analysis and needs prioritization, designing appropriate policies and interventions, and monitoring impact over time. This system will be used for the formulation of major plans of the MLGU to include but not limited to Comprehensive Development Plan (CDP), Local Climate Change Action Plan (LCCAP), Gender and Development (GAD) Plan, Ecological Solid Waste Management Plan, and Local Shelter Plan among other mandatory plans.
